Since this is a hard wax and does not require strips, you apply the wax paste to the hair and pull immediately.
You don’t have to wait.
Just spread the wax over the hair and pull immediately.

Yes, your hair can be too short. And yes, you should let it grow longer so the sugar wax can stick to it and pull it out with minimal pain.
If not, you won’t get the clean wax result you’re looking for.
